IPPF publishes propositions arising from its 2025 Colloquium
The work stems from the 2025 IPPF Colloquium, held in Akishima City, Tokyo, in cooperation with the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI). Bringing together experts, practitioners and representatives from different jurisdictions, the Colloquium explored approaches to strengthening rehabilitation and social reintegration and reducing reoffending over the long term.
The resulting IPPF Propositions set out a comprehensive approach. They address, among other areas, conditions in correctional facilities and preparation for release, community-based measures, rehabilitative interventions, partnerships across justice, health, social services and civil society, and research and evaluation.
Three position papers explore the main themes in greater depth and provide further scientific and practical grounding:
- Rehabilitation and Social Reintegration Support in Correctional Facilities
- Rehabilitation in the Community and Non-Custodial Measures
- Partnerships, Community Engagement, Capacity Building and Sustainability
The publications reflect IPPF’s longstanding engagement in international dialogue and policymaking, while also looking ahead to the work still needed to advance more humane and evidence-based penal and penitentiary systems.
The publication of this work also marks IPPF’s 75th anniversary, which was celebrated with a webinar reflecting on the Foundation’s history, current work and future directions.
