Two IPPF Council members will attend the 26th Annual Conference of the European Society of Criminology in Warsaw, Poland.

The IPPF will organise a rountable event:

The International Penal and Penitentiary Foundation: Preventing Reoffending Through the UN Kyoto Model Strategy

Participants will discuss the outcomes of the recent IPPF Colloquium which was held at the headquarters of the United Nations Asia and Far East Institute (UNAFEI) in Tokyo from 7 to 10 October 2025.

The IPPF has its roots in 1872 when the International Prison Commission (IPC) was established. It is the oldest international organisation working in the field of prison and penitentiary reform.

The 2025 IPPF Colloquium centred on promoting the prevention of reoffending through the Kyoto Model Strategy. During the Colloquium the IPPF developed a series of propositions which are designed to help UN member states to develop their thinking on preventing reoffending and facilitate their implementation of the Kyoto Model Strategy. The Roundtable will explain these propositions and discuss their implications. The Roundtable will also report on the proceedings of the UN 15th Congress on Crime Prevention and Criminal Justice which is scheduled to be held in Abu Dhabi in the United Arab Emirates at the end of September 2026. The predecessors of these UN Crime Congress were run by the IPPF. Finally, the Roundtable will consider other work of the IPPF in this area and explain how the IPPF intends to continue to drive forward its commitments to it in the future.

The Roundtable will be chaired by Professor Dr Stephen Shute, Professor of Criminal Law and Criminal Justice, at the University of Sussex, who is the current (11th) President of the IPPF and Professor Dr Rita Haverkamp, Professor of Crime Prevention and Risk Management, at Eberhard Karls University of Tubingen, who is a Vice-President of the IPPF.
