I am a Professor in Law and Fellow at Trinity College Dublin’s School of Law. I am an internationally recognised expert in human rights in places of detention and closed institutions.

Biography

I have led projects funded by the European Research Council, European Commission and Irish Research Council on oversight mechanisms, inspection and monitoring, and complaints procedures in prisons, and on pre-trial detention, leadership in prisons, and public interest litigation to vindicate the rights of individuals with vulnerabilities and under equality law.

I am an experienced educator, with a particular passion for community-based learning, and experience of working with several NGOs.

I am keenly focused on bringing research to policy and have been the Chairperson of the Implementation and Oversight Group for reforms to penal policy, reporting to the Minister for Justice, as well as a Member of the Central Statistics Office’s Expert Group on Crime Statistics. I was a member of the inaugural Research Advisory Groups to the Department of Justice and Office of the Inspector of Prisons.

I have a strong background in legal practice, with experience of litigation and dispute resolution in the setting of imprisonment. I received the James Murnaghan Memorial Prize for my performance in the Barrister-at-Law degree at the King’s Inns and I am a member of Lincoln’s Inn, London.

I hold an LLB (First Class) from Trinity College Dublin, a BCL from the University of Oxford, a PhD under the supervision of Prof. Ivana Bacik from Trinity College Dublin, as well as the degree of Barrister-at-Law (King’s Inns), an MA in Higher Education (TUD) and a PGCert in Statistics (Trinity College Dublin).

I have extensive leadership and governance experience in the NGO and IGO sectors. I am the Secretary General of the International Penal and Penitentiary Foundation, an organisation with roots stretching back 150 years and with representation around the world. I am a former Chairperson of the Irish Penal Reform Trust and Board member of the Irish Association for Social Integration Opportunities and the Victims’ Rights Alliance.
